CSS in a nutshell
Honestly, the fact that I have to write this here is evidence enough of the inability Google simple terms such as "hao eye meke growy tecksu?" that a lot of you have. That frustrates me and actually makes me want to strangle people with the very thin wire that my patience can sometimes be. So, let's get started:
Getting to the Weebly CSS
God damn it, this is so easy it makes me want to drown babies.
Click "Design".
Then click on "HTML/CSS".
(Mind you this only works for the old editor, I might actually re-write this same tutorial for the upcoming new editor.)

Learning: Syntax
CSS syntax is honestly self explanatory for the most part. When you look around at the other codes you'll tend to see something similar to this:

In fact, you can save this to a text file and open it up in your browser, preferably Firefox or Chrome. If you haven't downloaded notepad++ already, you should do so now. I use "vim" and I'll be using that to demonstrate the code in images below. Make sure to slap the example above between two HTML script tags (<style>*your css without asteriks(*'s)*</style>) and your file should work in any browser... Even Shit-E! (IE).

CSS Syntax is such that every "element" described can be made up, or is predefined, and can be adjusted. Why use CSS? It reduces the amount of typing/copy pasting someone who uses HTML does. It also allows you to define your own elements, similar to xml. Let's play around a bit with what we have and add an additional element:
